Certificate of mailing is indeed a service that gives you a dated receipt for a specific package. It is not usually used by the general public as it can only prove that something was sent, not that it was ever delivered.

Pick Up on Demand service is where you can call an 800 number and request a pickup of your outgoing mail, at your convenience. This is not available everywhere and has a cost of $14.75 or so. The on demand service only assures a pickup on the same day, not a specific time of day.

If you receive mail delivery from a USPS carrier, you can just have the carrier pick up at the time of your normal mail delivery. This is also something that the general public rarely uses.
