Just as how marijuana cannot be shipped USPS between 2 California pot regulated areas via USPS, cigarettes can, as long as they are US in origin and their federal tax has been paid on one end. They CANNOT, however, be trafficked by a person across state-lines without fear of same repurcussion. Yes, as federal regulations control the USPS, which supersedes state government regulations. Also as to her going and buying them in NH it would be limited how much she could buy before the law comes up. She may be able to buy like a pack or two while she was there, but not much. What she COULD do is buy them and take them back THEN pay the Mass tax, if you want to talk about LEGALLY. You do have to declare it just like customs. That would be ILLEGAL.
