Is it illegal to change someone’s permanent mailing address to a different address without their permission?

My roommate is also the owner of the apartment we live in. He changed my mailing address, effective immediately, after I gave him my notice that I was planning to move out by the end of the month. I originally offered to give him some money to help cover the mortgage until he could find a new tenant.

No one is allowed by law to interfere with delivery of the mail. Stop by the post office and ask if there’s a complaint you can file. If the postal inspector stops by, I imagine your former friend will need a change of underwear after the visit.

Yes. Tampering with federal mail delivery is a federal offense. He does not have the right or the liberty to do that. I don’t know how much would happen if you tried to pursue the matter, but it is illegal.
