		<description>Yes. Tampering with federal mail delivery is a federal offense. He does not have the right or the liberty to do that. I don't know how much would happen if you tried to pursue the matter, but it is illegal.</description>

		<description>No one is allowed by law to interfere with delivery of the mail. Stop by the post office and ask if there's a complaint you can file. If the postal inspector stops by, I imagine your former friend will need a change of underwear after the visit.</description>
