Someone has access to my contact list and is sending out links that contains a virus. What can I do to stop it?

On a regular basis someone is emailing everyone in my contact address and sending them a link that contains a virus. The emails they are receiving is under my name. Isn’t this identify theft and what can I do to shop this?
