Can you please clarify further what you mean by "broadcasting across the internet"?
Who did that person send this e -mail to with your info. on the header of it?
I believe there is a privacy act against the giving out of someone else's name and social security number to the public. But if they just sent it to you or another person, I don't think there is any law against doing that. Only if a person uses your personal info. for illegal reasons can you take them to civil court, I think.
You say that they sent your name and s.s. # to you. What is so unsecure about doing that? Didn't they send it to your e-mail address? Do you really believe that some hacker is going into your e-mails on the internet and will use your s.s. # for no good reason? I highly doubt it. Don't worry about such a thing so much. That should be the worst of your problems and you'd be doing A-ok.

Ummm..yes. It starts with a Identity Theft with a mild local theft charge (using your SSN without consent) and can involve the FBI and the federal courts. Do you know who sent it to you and the reason that they have your private privileged information?

Large amounts of personal information, including tax information, credit information, school records, and medical records, is keyed to your Social Security Number. Because this data is often sensitive, you should keep it private.

The widespread use of the SSN as an identifier and authenticator has lead to an increase in identity theft. According to the Privacy Rights Clearinghouse, identity theft now affects between 500,000 and 700,000 people annually. Victims often do not discover the crime until many months after its occurrence. Victims spend hundreds of hours and substantial amounts of money attempting to fix ruined credit or expunge a criminal record that another committed in their name.

I hope you get this resolved.
