Best email list at no cost I can use for people to subscribe to?

I’d like to add an email list on my site, and not use Yahoo Groups. I’d like people to click a link and add themself, and then when I am ready, I’ll send out an HTML email to all people on this list who have added themselves. Do you have any suggestions of a good free one?
